Water Heater Replacement Cost in California
Water heater replacement cost in California is the unit plus labor, a permit and the code items a new install must meet, such as two seismic straps; Palmdale's own permit for one heater starts at $57.75 in fees.

Key takeaways
- No agency publishes installed prices, so this page lists what drives the bill; a written quote should price each item separately.
- Palmdale's fee schedule effective July 1, 2025 charges $35.50 to issue a plumbing permit plus $22.25 for each water heater and/or vent, so fees start at $57.75.
- LA County Public Works says plainly that a permit is required for a water heater installation or replacement.
- California Plumbing Code 507.2 requires straps in the upper and lower thirds of the heater, the lower one at least 4 inches above the controls (San Bernardino County excerpts).
- Rheem's rule of thumb: when a repair costs more than 50% of a new unit, replacement is usually the better buy.
- The federal 30% heat pump water heater credit applied to units purchased and installed by December 31, 2025.

How much does water heater replacement cost?
Water heater replacement cost depends on four parts: the heater, the labor, the permit and any code upgrade the old installation lacks. No government agency publishes installed prices for Lancaster, Palmdale or the rest of the Antelope Valley, and contractor price surveys vary too much to quote as fact, so this guide gives no dollar range for the job itself. What can be pinned down is the public part of the bill.
Palmdale's Master Schedule of Fees (effective July 1, 2025, the latest posted when this page was checked in October 2026) lists $35.50 "for issuing each permit" and $22.25 "for each water heater and/or vent". That is $57.75 for a single heater, before any other charge the city adds. Lancaster and LA County set their own fees; ask the building department that covers the address.
The rest is quote territory. Get two or three written quotes from licensed contractors and compare them line by line: the heater's brand, model and capacity, labor, haul-away of the old tank, the permit, straps, expansion tank, relief-valve drain line, gas connector or electrical work, and venting. A quote that bundles everything into one number makes it hard to see what changed between bids.
What does a gas vs electric water heater replacement cost?
A gas-for-gas or electric-for-electric swap usually costs the least, because the gas line, vent or circuit is already in place. Switching fuel adds work: a new gas line and vent, or a new electrical circuit. A.O. Smith's residential gas manual lists tank models at 38,000 to 47,000 Btu per hour, while its electric tank manual covers 120/240-volt wiring with its own breaker protection.
Gas heaters in the valley also carry an air-quality rule. The Antelope Valley Air Quality Management District's Rule 1121 (amended 1995) limits nitrogen oxide emissions from natural-gas water heaters under 75,000 Btu per hour and applies to the retailers and installers who sell and fit them. Rosamond is in the Eastern Kern Air Pollution Control District instead, so ask the installer which rule the model is certified to. Gas units in a garage need their burners at least 18 inches above the floor unless they are listed as flammable vapor ignition resistant, which is why many sit on a platform.
Are heat pump water heaters worth it?
A heat pump water heater can cut electric water-heating use, but it needs the right room. ENERGY STAR says heat pump units should go in interior spaces that stay between 40 and 90 °F year-round with about 1,000 cubic feet of air around them, and that they run less efficiently in cold spaces. ENERGY STAR's certification criteria set a uniform energy factor of at least 2.20 for integrated units on a 120-volt, 15-amp circuit.
That room rule matters in the high desert. NOAA's 1991–2020 normals for Lancaster's Fox Field show an average of 67.9 nights a year at or below 32 °F, so an uninsulated garage can drop under 40 °F in winter. Ask the contractor where the unit will sit and what it does in cold months; ENERGY STAR notes these heaters may switch to a backup electric mode in colder weather, which uses more energy.
The federal tax credit is gone for new installs. ENERGY STAR's tax-credit page says the 30% credit, up to $2,000, covered heat pump water heaters purchased and installed between January 1, 2023, and December 31, 2025. Check with the gas or electric utility that serves the home for any rebate still running; this guide has not verified one.
What do California code upgrades add to the replacement cost?
Code items are the part of the bill most often missing from a cheap quote. A replacement has to meet the current California Plumbing Code, even if the old heater did not. The San Bernardino County Building and Safety handout reprints the sections inspectors check; LA County and Kern County use the same state code, though local departments may add rules.
| Item | What the code says | Section |
|---|---|---|
| Seismic straps | Strapping within the upper third and lower third of the heater; lower strap at least 4 inches above the controls | CPC 507.2 |
| Relief valve drain | T&P valve drain to the outside of the building, not smaller than the valve outlet | CPC 608.5 |
| Expansion tank | Required where a check valve, backflow preventer or other normally closed device stops pressure going back to the main | CPC 608.3 |
| Garage installs | Burners and ignition at least 18 inches above the floor unless listed flammable vapor ignition resistant; protected from vehicles | CPC 507.13 |
| Gas sediment trap | Installed downstream of the shutoff valve, as close to the appliance inlet as practical | CPC 1212.9 |
| Combustion air | Two openings for an enclosed heater, near the top and bottom of the enclosure | CPC 506.4.1 |
Strapping is also state law. The Division of the State Architect's bracing guidelines note that Health and Safety Code sections 19210–19217 require new and replacement heaters to be braced, anchored or strapped, and the earthquake straps page covers where they go. If the home has a pressure regulator or backflow device, budget for an expansion tank too.

Do you need a permit to replace a water heater?
Yes: LA County Public Works answers that "a permit is required for a water heater installation, or replacement". In unincorporated areas the county offers an Express Permit, a self-issued permit for simple residential jobs that names water heater replacement as an example; it is issued to an appropriately licensed contractor, or to the property owner in certain cases, and the work must be inspected.
Lancaster and Palmdale run their own building and safety divisions and take permit applications online. Rosamond homes go through Kern County. The plumbing code and permits page explains how each office works.
The permit also decides who may do the job. Under a state law, AB 2622, in effect since January 1, 2025, a hired contractor must be licensed if the job totals $1,000 or more or requires a building permit, whatever the price, as the Contractors State License Board explains. The hiring guide shows how to check a license.
When should you replace a water heater instead of repairing it?
Replace when the tank itself is failing; repair when a part is. Rheem's repair-or-replace guidance says a unit under 6 to 8 years old with no tank corrosion or leaks, and a repair well below half the price of a new one, is worth fixing. Units over 10 years old, it adds, are more likely to fail again soon after a repair.
A leak from the tank body cannot be fixed, so that ends the question. Thermostats, elements, igniters, drain valves and relief valves are all replaceable parts, and the no hot water guide walks through those checks first. The lifespan page shows how to read a heater's age from its label.
How we put this page together
This page is based on the City of Palmdale Master Schedule of Fees (effective July 1, 2025), LA County Public Works permit pages, the California Plumbing Code sections reprinted by San Bernardino County Building and Safety (Rev. 01/20), the Division of the State Architect's water heater bracing guidelines (rev. 2004), Antelope Valley AQMD Rule 1121, the CSLB notice on AB 2622, ENERGY STAR product, criteria and tax-credit pages, NOAA 1991–2020 climate normals for Lancaster, Rheem's lifespan article (March 2026) and A.O. Smith's residential gas and electric manuals. All were checked in October 2026. Left out: installed price ranges from contractor sites and cost surveys, permit fees not posted by Lancaster or LA County, and utility rebates this guide could not confirm.
Common questions
Can a homeowner pull the permit for a water heater replacement?
Sometimes. LA County's Express Permit is issued to a licensed contractor or, in certain cases, to the property owner. Lancaster and Palmdale set their own rules, so ask the city's building and safety office before buying the heater.
Does a replacement need an expansion tank if the old heater had none?
It does if the plumbing is a closed system. California Plumbing Code 608.3 requires one wherever a check valve, backflow preventer or other normally closed device keeps heated water from pushing back toward the main.
Is the Palmdale permit fee the whole public cost?
It is the listed plumbing fee: $35.50 to issue the permit and $22.25 per water heater or vent, from the schedule effective July 1, 2025. The city may add other charges, and re-inspections or work started without a permit cost more.
Is there still a federal tax credit for a heat pump water heater?
Not for new installs. ENERGY STAR lists the 30% credit, up to $2,000, for units purchased and installed from January 1, 2023, through December 31, 2025.
Does a new water heater in Rosamond follow LA County rules?
No. Rosamond is in Kern County, so permits go through Kern County, not LA County, and gas heaters fall under the Eastern Kern Air Pollution Control District rather than the Antelope Valley AQMD.
Why do two quotes for the same heater differ so much?
Usually because one includes code items the other leaves out, such as straps, an expansion tank, a relief valve drain to the outside or a gas sediment trap. Ask each contractor to list those lines separately.
Is a licensed contractor required for a water heater swap?
If you hire someone, they need a CSLB license when the job needs a permit or totals $1,000 or more. An owner doing their own work may be able to pull an owner permit; ask the building department.
